简介: 1931年九·一八事变之后，日本正式从其本土向满洲国移民。日本政府在1938年到1942年之间陆续将20万名农业青年以及在1936年时将2万名的举家移民者送往东北。此外除了开拓团外还有大批日本军政人员、工商界人士也纷纷移入东北。而作为移民住居责任的负责人，加藤完治担任了满洲拓殖公社的工作。而在日本军队丧失了在黄海与日本海的制海权、制空权后，这项移民计划也宣告终止。
